Such moves would only aggravate the situation in Iraq and could lead to new problems, he said.
No one should allow developments which will cause new pains in Iraq, Gül said at a press conference.
A consensus had been reached on the territorial integrity of Iraq, with the US and all Iraqi factions agreeing to maintaining the countrys sovereignty, Gül said.
Gül also said that the Iraqi Kurdish groups should not try and claim the city of Kirkuk as lying within their proposed federations territory.
